The proposed development will be delivered by Wheatley Homes Glasgow, with the project being designed by MAST Architects, G3 Consulting Engineers and MBLA Design.
This online consultation forms part of the Proposal of Application Notice (PAN) which is currently being undertaken to provide information on the potential development. We are eager to obtain your feedback on the proposed development and all comments and feedback will be reviewed and taken into consideration in the development of the proposals prior to a formal Planning Application being lodged with Glasgow City Council.
MAST Architects have been engaged by Wheatley Group to develop proposals for a new build affordable residential development for the site located at Lochend Road, Glasgow.
The proposed site is designated within the Glasgow Local Development Plan for residential development and the proposals aim to provide much required housing for affordable rent to the area.
The housing mix will provide a variety of new homes, all designed to meet to the affordable design standard, Housing for Varying Needs.
The development’s scale, massing and materiality require to be carefully considered in response to the existing site context, with an aim to reflect the area’s wider character and to make a sustainable contribution to the continuing development of the area.
The proposed housing will also be designed to be highly sustainable and energy efficient, not only minimising the carbon footprint of the development but also reduce living costs for potential residents.
In addition to the provision of new homes, MAST have also been engaged to investigate the feasibility of providing a ‘Livingwell’ facility within the Phase 2 masterplan.
Where are we now?
A Proposal of Application Notice (PoAN) associated with the development was submitted to Glasgow Council in July 2026.
This project website forms part of the 12-week pre-application period and is the first of two public consultation events. The feedback obtained from this consultation event will be reviewed and the proposals further developed in line with the comments received. A second consultation will also be held to provide further information on the developing proposals, to explain and answer questions received from the initial consultation exercise, and to record further comments and feedback in order to ensure these may be considered prior to the planning application being lodged with Glasgow City Council.
In addition to this online consultation, two in-person events will also be held:
Consultation Event 01
The first in-person consultation event will be hosted on Wednesday 19th August 2026 from 4pm-7pm at Easterhouse Phoenix Community Centre, 5 Shandwick St, Easterhouse, Glasgow G34 9BN.
Consultation Event 02
A second event will be hosted on Wednesday 23rd September 2026 from 4pm-7pm at Easterhouse Phoenix Community Centre, 5 Shandwick St, Easterhouse, Glasgow G34 9BN.

Please submit any comments on the proposed development in response to this consultation by Monday 14th September 2026.
Please note this consultation does not relate to a Planning Application. Comments should not be made to Glasgow City Council. Please note that any comments made to the prospective applicant are not representations to the Planning authority. If a Planning Application is subsequently submitted to Glasgow City Council, normal neighbour notification will be undertaken at that time by the Council and you will have the opportunity to make formal representations regarding the proposal at that time.
